Panelized wall assemblies don't get a single blanket approval that applies everywhere. Code compliance is evaluated against specific code editions, specific test standards, and — in some cases — specific jurisdictions. If you're comparing a panel system across a multi-state or multi-jurisdiction program, it's worth understanding what's actually being evaluated and where the gaps in "already approved" claims tend to hide.
The baseline codes
PanLbilt's panel assemblies are evaluated against several overlapping code frameworks:
- IBC / IRC / IECC — the International Building, Residential and Energy Conservation Codes, across the 2015, 2018 and 2021 editions
- Florida Building Code — FBC-Building and FBC-Residential, 2020 and 2023 editions
- ACI 318 & ASCE/SEI 7 — structural concrete design requirements and minimum design loads for buildings and other structures
The reason Florida shows up as its own line item rather than falling under IBC alone is wind: FBC layers additional wind-load and impact-resistance requirements on top of the base IBC framework, driven by hurricane-zone design criteria that don't apply uniformly across every IBC jurisdiction.
Test standards behind the code claims
Code editions define what a wall assembly has to achieve. Test standards are how you prove a specific assembly actually achieves it. The relevant ones for a panelized shear wall and cladding system:
- ASTM E72 — panel strength test methods
- ASTM E330 — transverse wind-load test methods
- ASTM E2126 — cyclic shear-resistance test methods for lateral force-resisting wall assemblies
Structural, transverse-load, gravity-load and seismic performance testing for PanLbilt's system was conducted under ISO/IEC 17025-accredited laboratories, an ISO/IEC 17020-accredited inspection body, and/or a licensed Registered Design Professional — the accreditation chain matters because it's what a plan reviewer or AHJ actually checks when a test report is submitted.
Where "approved" gets specific
Two evaluation paths worth distinguishing:
- Lateral and load performance evaluation — evaluated per IBC Section 2211.1.1 for lateral loads, with Seismic Design Coefficients established per ASCE 7 Section 12.2.1, and transverse/gravity load resistance evaluated per IBC Sections 1609.1.1 and 1604 and IRC Sections R301.2.1 and R301.1.
- Jurisdictional approval — a separate, narrower category. PanLbilt's system holds Center for Building Innovation Certificate of Approval License TA24945 under the Los Angeles Municipal Code, and has been evaluated against the Code of Federal Regulations Manufactured Home Construction and Safety Standards, 24 CFR Parts 3280 and 3282. A jurisdictional approval in one municipality doesn't automatically transfer to another — it's evidence a local AHJ can review, not a universal pass.
What this means for your project
These certification results apply to the assemblies and conditions covered by the underlying test and evaluation reports — not automatically to every configuration, span or opening layout a project might need. Final structural, fire, wind, seismic, energy and other performance for a specific project still has to be confirmed by the applicable design professionals and the authority having jurisdiction. The test standards and code editions above are the starting reference set your engineer and local plan reviewer will actually work from — treat them as the basis for that review, not a substitute for it.
